UAE e-invoicing: what the mandate requires and how to get ready

UAE e-invoicing requires businesses to issue, receive and report invoices as structured PINT AE data through an Accredited Service Provider (ASP) on a Peppol-based 5-corner model. Businesses with revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and go live by 1 January 2027. Smaller businesses follow by 1 July 2027.

We get the finance side ready: clean customer and supplier data, ERP field mapping, checks before invoices leave, and a queue for the ones that fail. We work alongside the ASP you appoint.

Scenox Studios is not an Accredited Service Provider and does not exchange or report e-invoices. We prepare your data, systems and workflows and work alongside the ASP you choose. This page summarizes official Ministry of Finance and Federal Tax Authority material. It is not tax or legal advice.

What the UAE e-invoicing system requires

The rules sit in Ministerial Decision No. 243 of 2025 (scope and obligations) and No. 244 of 2025 (the timeline), with guidance from the Ministry of Finance.

  • Structured data, not a PDF

An eInvoice is invoice data in a structured format that systems can process automatically. The Ministry says PDFs, Word files, scans, images and emails are not eInvoices, even when they look like one.

  • Every business transaction

Any person doing business in the UAE is in scope for every business transaction unless excluded. The guidelines say this applies whatever your VAT registration status and whether or not you are established in the UAE.

  • One ASP, both directions

You appoint one Accredited Service Provider for sending (accounts receivable) and receiving (accounts payable). The obligation stays with you; the ASP is how you meet it.

  • Invoices and credit notes

Electronic credit notes are required when a transaction is canceled, the price is reduced, consideration is returned, or an administrative or numerical error is corrected.

  • Issued within 14 days

An eInvoice or credit note must go through the system within 14 days of the transaction date. For VAT registrants, the VAT Law timeline for tax invoices applies.

  • Reported to the FTA

Both your ASP and your buyer's ASP report tax data to the Federal Tax Authority. You notify the FTA within 2 business days if a system failure stops you meeting your obligations.

The Phase 1 appointment deadline was 31 July 2026 in the original decision. Ministerial Decision No. 66 of 2026 moved it to 30 October 2026; the go-live date did not change. Transactions between members of the same VAT group get a 24-month grace period from 1 January 2027. If you adopt voluntarily, e-invoicing penalties apply only from your mandatory date.

Who is in scope, and what is excluded

Scope is set by transaction, so most businesses will have both in-scope and excluded sales.

In scope

  • Business-to-business sales (B2B), including between free zone and mainland companies
  • Sales to government (B2G), including contracts won through UAE procurement portals
  • Exports of goods and services, with a predefined endpoint when the buyer has no Peppol ID
  • Businesses that are not VAT registered, which issue commercial eInvoices
  • Non-UAE businesses that must issue UAE tax invoices
  • Intra-group recharges, such as management fees from a holding company

Excluded

  • Sales to consumers (B2C), until the Minister decides otherwise
  • Government activity in a sovereign capacity that does not compete with the private sector
  • International passenger flights with an e-ticket, and ancillary services on an EMD
  • Airline cargo under an airway bill, for 24 months only
  • Financial services that are VAT exempt, and qualifying zero-rated exports of them
  • Imports of concerned goods and services under the reverse charge

How the 5-corner model and PINT AE work

The Ministry calls it Decentralized Continuous Transaction Control and Exchange (DCTCE). Invoices travel between ASPs on Peppol, and tax data goes to the FTA at the same time.

  1. 1Your team

    Corner 1: supplier

Your ERP or billing system sends the invoice data to your ASP in a format you agree with them.

  2. 2ASP

    Corner 2: supplier's ASP

Validates the data, converts it to PINT AE XML if needed, sends it to the buyer's ASP, and reports tax data to the FTA.

  3. 3ASP

    Corner 3: buyer's ASP

Validates the invoice and sends a confirmation back to Corner 2. If it fails, both Corner 2 and the FTA are told.

  4. 4Your team

    Corner 4: buyer

Receives the invoice from its ASP in an agreed format and processes it in accounts payable.

  5. 5FTA

    Corner 5: Federal Tax Authority

Receives tax data from both ASPs and confirms receipt. Confirmations flow back to the supplier and the buyer.

PINT AE is the UAE profile of Peppol International (PINT): PINT AE Billing, PINT AE Self-Billing and a UAE Tax Data Document are published on the Peppol documentation site. Your Peppol participant ID is 0235 followed by your 10-digit TIN, which is the first 10 digits of your TRN. UAE eInvoices carry a UUID and no QR code, and the framework supports Arabic and English.

Mandatory data fields: what your ERP has to produce

The Ministry lists 51 mandatory fields for an electronic tax invoice and 49 for a commercial invoice. Most exist in your ERP already. The gaps tend to be in customer and supplier master data.

Groups of mandatory fields in a UAE electronic tax invoice and the usual data gaps
Field groupExamples from the Ministry listWhere the data usually breaks
Invoice detailsInvoice number, date, type code, currency, payment due date, payment means, business process type, specification identifierType codes and payment means stored as free text, or not at all
Transaction type flagsEight flags: free zone, deemed supply, margin scheme, summary invoice, continuous supply, disclosed agent billing, e-commerce, exportsYour current tax codes rarely say which flags apply, so a mapping rule is needed
Seller and buyerLegal name, electronic address (TIN), legal registration ID and type (trade license, Emirates ID, passport or Cabinet decision), TRN, address, city, emirate, country codeMissing or mistyped TRNs, no trade license number on file, emirate missing from the address
Totals and tax breakdownLine net total, total without tax, total tax, total with tax, amount due, taxable amount and tax per category and rateRounding differences between line and document totals
Invoice linesQuantity, unit of measure code, net and gross price, base quantity, tax category and rate, VAT and line amounts in AED, item name and descriptionUnits like 'box' or 'pcs' instead of codes, and no AED amounts on foreign-currency invoices

What changes for accounts payable and accounts receivable

The same ASP handles both sides, but the work that changes inside your team is different.

Accounts receivable (sending)

  • Invoice data has to be complete when it is posted, because the ASP validates it before your customer sees it
  • Cancellations, price reductions, returns and corrections become electronic credit notes
  • Someone has to watch confirmation messages and fix rejected invoices
  • Customers who are not live yet may still need a regular tax invoice, plus a predefined endpoint on the eInvoice
  • Retention payments sit on a separate commercial document; the VAT is invoiced when the retention falls due

Accounts payable (receiving)

  • Invoices from live suppliers arrive as structured data through your ASP, so less retyping and OCR
  • Suppliers in later phases keep sending PDFs until their own go-live date, so you run both intake routes for a while
  • Received eInvoices must be processed through the system, then matched to the purchase order and receipt as before
  • Supplier records need TRNs and Peppol participant IDs that match what arrives
  • Self-billing arrangements need checking, because the buyer must be on the system to self-bill

Where AI and automation help with UAE e-invoicing

The ASP moves and validates the invoice. Getting clean data into it, and dealing with what comes back, is where most of the work sits.

  • Automated

    Master data cleanup

Check every customer and supplier record for a valid 15-digit TRN, derive the TIN, find missing trade license numbers and emirates, and flag duplicates before onboarding.

A person decides: approving each change to a vendor or customer record.

  • Automated

    ERP field mapping

Map your ERP tax codes, units and document types to PINT AE tax categories, codes and transaction flags, then test the mapping on last quarter's invoices.

A person decides: your finance or tax lead signs off the mapping table.

  • Automated

    Checks before submission

Run each outgoing invoice against the mandatory-field list and your own rules before it reaches the ASP, so problems are fixed in the ERP and not after a rejection.

A person decides: releasing invoices that fail a check you have marked as judgment.

  • Automated

    Exception handling

When a status message reports a failure, an agent reads the error, classifies it, drafts the fix or the credit note, and routes it to the right owner with the context attached.

A person decides: whether to correct, credit or re-issue.

  • Automated

    Inbound invoice processing

Structured eInvoices are matched to purchase orders and receipts. PDF invoices from suppliers who are not live yet go through document intelligence into the same queue.

A person decides: approving mismatches above your tolerance.

  • Automated

    Readiness testing

Replay a sample of past invoices through the mapping and checks to find which customers, items and scenarios would fail, months before your go-live date.

A person decides: prioritizing which gaps to fix first.

For example, a distributor issuing 3,000 invoices a month with a 4% failure rate has about 120 invoices a month to fix by hand. That queue is what we design for. We usually leave unusual tax treatments such as deemed supplies and the margin scheme to your tax adviser once, then turn their answer into a rule.

Accredited Service Providers, and where Scenox fits

ASPs are accredited by the Ministry of Finance, which publishes the list. On 15 October 2026 it showed 66 accredited providers and 4 pre-approved providers in final assessment. The Ministry also publishes questions to ask an ASP, covering Peppol experience, ERP integration, data storage location, security, SLAs and pricing.

We are not on that list, and we do not replace your ASP. We work on your side of Corner 1 and Corner 4: the ERP, the data, the checks and the people who fix exceptions. If you have not chosen an ASP yet, we can help you compare their integration options against your ERP, but the choice and contract are yours.

UAE e-invoicing questions

When does e-invoicing become mandatory in the UAE?

Businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and implement e-invoicing by 1 January 2027. Businesses below AED 50 million must appoint one by 31 March 2027 and go live by 1 July 2027. Government entities go live by 1 October 2027. A pilot and voluntary adoption started on 1 July 2026.

Does UAE e-invoicing apply if my business is not VAT registered?

Yes. The Ministry of Finance guidelines say e-invoicing applies to any person conducting business in the UAE regardless of VAT registration status, unless excluded. Businesses that are not VAT registered issue commercial eInvoices, and need a Tax Identification Number from the FTA if they do not already have one.

Is a PDF invoice sent by email an e-invoice in the UAE?

No. The Ministry states that unstructured formats such as PDF, Word documents, images, scanned copies and emails are not eInvoices. An eInvoice is structured data in the PINT AE format, exchanged through Accredited Service Providers.

What is PINT AE?

PINT AE is the UAE specification within Peppol International (PINT). It defines the content of UAE electronic invoices and credit notes, including the mandatory fields, code lists and business rules. It is published on the Peppol documentation site as PINT AE Billing, PINT AE Self-Billing and the UAE Tax Data Document.

Do I need an Accredited Service Provider?

Yes. Ministerial Decision No. 243 of 2025 says issuers and recipients meet their exchange and reporting obligations through an Accredited Service Provider. The guidelines say you appoint only one ASP for both sending and receiving. You choose it from the Ministry's list and onboard through EmaraTax.

Is Scenox an Accredited Service Provider?

No. We do not exchange or report e-invoices. We prepare the data and systems that feed your ASP, build the checks that run before invoices are sent, and run the queue for invoices that fail. You contract an ASP from the Ministry's list separately.

Are B2C invoices covered by UAE e-invoicing?

Not yet. Ministerial Decision No. 244 of 2025 says business-to-consumer transactions are not subject to the system, and a business that only sells to consumers is outside it, until the Minister issues a decision saying otherwise.

What happens when a UAE e-invoice fails validation?

The buyer's ASP sends a failure confirmation to your ASP and to the FTA, and no tax data is reported for that invoice by the buyer's side. Your ASP passes the message to you, and you correct and resend it. The guidelines recommend agreeing an error-resolution process with your ASP before go-live.
